Sorry, but as rich as Apple may be, they do not control the internet.
To get rid of the bogus message:
Double tap the Home button then swipe upwards on the Safari preview.
Go to Settings - Safari - Clear History.

This was a POP UP window. I was NOT on Facebook. I don't have Facebook.

That looks like a Facebook Website, and the little window proclaiming you a winner is not a popup its an alert. Many many websites use these types of alerts for actual functionality and to interact with the user. blocking them all would render countless websites non functional.
The popups that Safari blocks are those trying to open new windows or tabs. This does not seem to have opened another tab, as you only have one tab open. If this was a redirection from some website you were visiting to a Facebook looking page that opened that alert, again not sure what Apple can do about it.
Again, learn to ignore it and move on.

3. What would you have them do exactly? Ads like this are everywhere, and there's no way to identify a legit popup from one trying to scam you, they all work the same. Its up to you to understand what you are seeing and not fall for the scams.

Block all automatic Pop-ups! They do not need to identify anything. Just Block it.
It is not a virus and poses no threat if you simply do as stedman1 suggested. It also has nothing to do with Apple, and there is nothing Apple nor any company can do to stop such internet malware.
