If you tap the share icon at the bottom of the screen when you go to icloud.com on a phone then you'll see an option to request a desktop site.
iCloud library is also enabled.
Do you have any indication it is syncing? If not, try sliding the Photos button off, wait a couple of minutes and turn it on.

There was no share icon
But the photos came on my phone somehow but I just want to know what to do next time just in case it happens again
