Test the following. On the Mini in Anniversary Update, fall back to the Generic VGA driver by removing/uninstalling the Intel driver, and removing the adapter. You may also need to run pnputil.exe to clean the DrvStore to remove the Intel driver files, otherwise a reboot will try to re-install it.
Test the Creators Update/Upgrade, and if successful, re-install the W10 BC6 Intel driver. Do not use any other Intel GPU driver.
Remember, back ups are important for your own safety.

In short, update 1703 ( Creator ) does not work on mac mini 2014, and update 1709 ( Fall Creator ) is working.

I confirmed that the above solution worked and successfully updated to Windows Creator in bootcamp on Mac mini late 2014.
However, as I couldn’t understand the exact meaning of “re-install the W10 BC6 Intel driver”, I haven’t tried to re-install BC6 Intel driver.
So, my machine is currently running on “Microsoft basic display driver”, with display resolution 1920 x 1080.
So far, my machine has been working fine with no trouble.
Considering that Windows10 Fall creators update is coming up next week, and the same driver issue may occur during updating to Fall creators, I'll keep using “Microsoft basic display driver”, and see if updating to Fall creators using “Microsoft basic display driver” would work.

LonerT, of course, you can install Creator on mac mini 2014, but only using a basic graphics driver, which is pointless from the perspective of a normal user - I do not need an upgraded system that de facto works as a terminal server - with basic graphics support. I want to have a fully functional audio and video system.
So this method (which I've tried a lot earlier - see my entries in the microsoft and intel forum ) does not solve the lack of support for W10 Creator for mac mini 2014.
I think that this is the fault of the intel driver for the iris 5100, because the problem is only extinguished for such a configuration, as is the case in mac mini 2014.
Unfortunately, I have already restored the previous version of windows, enough to spend a lot of time trying to install Creator.
I have reported a problem and should be addressed to people from interested companies (apple, micosoft and intel). Me no one pays for my time and I will not work for someone.
There is no easy answer here. So many people with the exact same issue. Believe me, i have tried over and over again using all the steps suggested so far. There is a problem with the Intel Video driver that should be rectified by Intel, Microsoft and or Apple. This should be a non issue and should not require any extra steps on our part. I am trying to update a legitimate Windows installation on a proven Apple product. Believe me, we are doing nothing wrong. Its kind of hopeless until the proper people take charge and fix this.
Yes, I talking about BT 6 driver pack.
BTW, if I disable integrity checks and enable testing mode in windows, any trying install this driver put me mac mini in BSOD.
For now, best solution is sell mini and buy any mini pc 😟
I suggest posting setupapi.dev.log after the Creators Update is successful, and the BC6 driver fails to install, asking Microsoft Technical Support for help.
There is not much Apple can do if two different releases of the same OS disallow drivers. If W10 Anniversary can grandfather a W7/W8.1 driver, why does W10 Creators fail?
When I run Windows 10 Update Tool with latest bootcamp drivers, it keeps aborting the updating process at 33%.
Have you done something special, such as disabling Driver Signature Enforcement, or enabling Test Signing Mode in order to avoid update aborting process?
Does Windows Update provide a replacement driver?
If I did not disable driver signature checking, same effect as before - the same messages.
Otherwise, it was always BSOD.

Considering the comment above, staying away from W10 Fall Creators Update seems to be the right choice now.
Well the picture is starting to develop clearly now. Nobody wants to take the proper steps to fix this. Apple blaming Microsoft blaming Intel blaming Apple. Not a chance at this moment. Hopefully someone steps up. The Apple bootcamp bunch of users has to be a fairly LARGE base of people. Comeon guys, do your thing and fix this. Just make for bad PR....

What I am trying to gather is this, has anybody found a workable solution yet? Has anyone successfully installed Windows Creator on a Mac mini 2014 with the Intel 5100 gpu chip? Have Apple, MS, or Intel solved this. According to this thread, no solution was forthcoming as of September 16, 2017 from any of those companies. Has this changed in the meantime, any announcements, does anyone have info? Thanks!
This is an 'untested' solution due to lack of available hardware. 😉 If you have a 2014 Mini that can be used as a test machine, it would be helpful to see how far this solution can help the rest of the community.
