Test the following. On the Mini in Anniversary Update, fall back to the Generic VGA driver by removing/uninstalling the Intel driver, and removing the adapter. You may also need to run pnputil.exe to clean the DrvStore to remove the Intel driver files, otherwise a reboot will try to re-install it.

Test the Creators Update/Upgrade, and if successful, re-install the W10 BC6 Intel driver. Do not use any other Intel GPU driver.

Remember, back ups are important for your own safety.

As I've already written, support mcrosoftu advised me to look for help in apple, apple advises me to look for help in microsoft, and helpdesk intela claims it's not his problem, because its drivers run on apple computers (but not on creator in mac mini).
So you understand that such advice is not helpful - then apple must examine togheter with microsoft and maybe intel what their hardware ( beacuse it is apple hardware, not regular pc ) blocks the intel driver after updating to creator. Of course, this is a must, and I think mac mini is a dropped device and that is why there is no solution for this problem.
