That's not true because I am trying to reinstall Skype Business after having problems with it not loading and when I reinstall it still has the same 3 notifications red bubble in the corner, it can't be a completely fresh copy because I did not log back into it because it freezes every time I open it even after reinstall.
There are no apps in iCloud. If you are talking about deleting purchased apps from the purchased list, you can't do that either. However, you can hide them by swiping to the left in the purchased list on your device.
But that does not solve the issue of having it listed in the cloud and using it again. It does not uninstall completely as you would in a pc. It goes away and then you can start over. I get the part of not paying again though.
Once deleted from the device, the download from the "cloud" is a completely new copy of the app from the App Store.
There is no copy of the App in the cloud.
The purchased list is a just a list that points to the App in the app store. Downloading it from there or from the App store the first time produces the same thing. A brand new copy of the App.
How is it possible that one is unable to unpurchase something? Is this for tracking purposes?

Delete the app by holding it down until it wiggles and then click the X at the top left. Then download a new copy from the App Store.
That's because it isn't a PC, it's a purchase history and you can't delete history.
