Then use Feedback - iPad - Apple, assuming you're talking about an issue that affects everyone. If you think you have a particular issue with your device that cannot be resolved by a backup, restore as new, restore backup cycle, and your device is still covered by warranty or AppleCare then you can approach Apple Support on that basis.
