How Do You Truly Low-Level Format a Hard Drive in Windows 10 or Windows XP?

Hi. In Windows 10 or Windows XP (Windows 10 runs on the Mac on a USB external, XP is on an old backup laptop). Is there a way to truly low level format/low-level erase a hard drive and/or SSD, as if it just came out of the factory untouched/unformatted? If that's not possible, other suggestions (like apps or methods) are welcome.
