I am using photo to to retouch a picture and following instructions to the letter but it's not retouching the photo. I option click to select a sample then click and drag my brush over the the area then click again and its as if nothing has happened. I did a video but looks like I can't attach.

I tested in Photos 3.0 on High Sierra, and the Retouche Tool is still only cloning the the structure of the texture, not the colors as well.
For example, I tried to clone the lifebuoy on the left of the lighthouse and add a second one to the right. Again only the edges have been cloned.
The 2blending" as swandy wrote, is ignoring the colors.

If you’re not getting the results you want, you can copy pixels from another part of the photo and apply them to the blemish. Press the Option key while you click an area that has the texture you want, then use the retouch tool to apply the change. Control-click the image and choose “Clear manual Retouch source point” to stop copying pixels from the area.
The Retouch tool is copying the texture, when you option click a source. By dragging across the area you will copy the pattern of edges, but not the color.
For example:
In the picture below I sampled the center of the rose blossom, then retouched the lower left corner. The retouched area is now showing the outlines of the petals, but the color is still green and not pink.
Do you know if the new Photos App in High Sierra improved the function of retouch with "option + click", and grabs not only texture, but color as well, or is it unchanged ? I am not keen on updating to 10.13 too soon if this feature has not improved.
Thanks for the test. I will stay with Sierra 10.12.6 and GIMP althouth GIMP is an overkill for me !
Without seeing what you are seeing, it is difficult. One thing I can say is that Photos "retouch" - even using the OPTION+CLICK to sample an area is not a true "cloning" tool. It will tend to blend the area you are selecting with the area you are applying it to, so you might have to go through the "retouching" several times to completely remove an object from your photo.
There are other third party apps - some act as Photos extensions - that do a much better job of true cloning or removal of objects. I use Pixelmator that makes a great retouching/object removal tool. Or you can wait to see if Apple improves the "cloning" when the next version of Photos is released as part of the next OS X update in the fall. There have been reports of lots of improvements to Photos, but nothing is definite until the actual release.
I agree that Option+Click is not very effective. Sometimes it works, others not and I find it particularly bad when trying to cover a dark area. Have heard on another forum that the next upgrade is set to improve things.
