To see a different photo each time that the display is woken on your Apple Watch, select the Photo Album watch face rather than the Photo watch face.

Follow the instructions here to select the Photo Album watch face and, if required, to re-sync your favourites (or another photo album, if preferred) to your Apple Watch:
