Not really.
Sh+/ is the Key Equivalent for the Key Command "Show/Hide Quick Help", that means it toggles the Quick Help feature. It just happens that when you move your mouse cursor over the QuickHelp Button in the Toolbar, yellow Help Tags pop up for the main areas of you Logic Window, but again, only when you move the mouse cursor to that position.
The functionality that has the yellow Help Tags popup everywhere where you move your mouse cursor is called "Quick Help Follows Pointer". It is an additional functionality of the Quick Help feature. Only if "Quick Help Follows Pointer" is enabled, then the sh+/ Key Command will toggle the Quick Help functionality with the yellow Help Tags.
Here are the available Key Commands.

Be careful with the fourth command "Show/Hide Help Tags". This is another thing which toggles the black Help Tags that pop up when you drag Regions, plus the gray Tooltips that popup when you move your mouse over specific buttons or areas. And if you think it is not complex enough, those gray Tooltips will not show when Quick Help Follow Pointer mode is enabled, they basically replace them (extended Tooltip)
Isn't it funny that the actual Help feature in Logic is so complex that you need a lot of Help to understand how it works and how to use it (just a warning, the Help feature has even more levels)
