Apple Configurator 2, cannot download activation records

I have updated all software on my laptop (10.12.6) and my IPad 10.3.3.


I want to put my iPad in Single App Mode, but it needs to be prepared first. I go through the steps; however, the ipad restarts and asks me all the steps for setup (even though I skipped all for prepare). It is setup but is not listed as prepared.


Also the Apple Configurator 2 states "Step 1 of 2: Downloading activation record for device". Then it says, step 2 of 3, step 3 of 4 etc.... However it finally says: Unable to activate "iPad".


Is there something I am missing?

We have the same issue here. One of our iPads became activation locked, so went through the process of providing proof of purchase and reassigning it to the same ID it was already activation locked to, then following the process to prepare from afresh in iTunes, only to get this error in configurator. It is becoming a real problem for us and is affecting learning in our classrooms as we no longer have enough iPads for the whole class.
