I'm using imac with apple wireless keyboard
I don't see any "Use all F1, F2, etc. keys as standard function keys." or similar in Keyboard preferences. Where should I look for this setting?
at the beginning i do have but somehow it is gone.
volume buttons not working that's why i looking for that

It's in the System/Keyboard/Keyboard preference pane.
With the circled checkbox checked one has to hold down the Fn key before using the F keys to get their function. With the checkbox unchecked the F keys work normally. (Took me a while to figure that out).
i know where it used to be but now it is gone

I don't know why you'd not have that option. You're running Sierra as I am.
Boot into Safe Mode, Mac OS X: Starting up in Safe Mode, and check the System/Keyboard/Keyboard preference pane from there.
