My cogeco.ca account is receiving mail but not able to send mail?

OS X 10.9.5 Mac Book Pro


My cogeco email account is able to receive mail, but I cannot send email, it stays in the outbox why?

Mac Pro, OS X Mavericks (10.9.5)
