I recently upgraded to Sierra on 2 computers and experienced the same behavior on both:
When offline, mail will not allow me to drag received mail into any mailbox, instead I get a message such as "Couldn't load body for LibM{554708:52161:Wh*:2017-08-29 17:04:14 PDT}".
I've quit mail and rebuilt mail folders but this does not change the noted behavior.
Not unlikely I'm missing something but need help.

Out of curiosity: do you have an IMAP account? If so, you should move your emails from the Inbox to whatever other mailbox/folder while still online because the emails in the Inbox are really stored on the server, not your computer (they'll be downloaded again the next time you're online).
Sounds like the mailbox index may be corrupt. You can try rebuilding the Mailbox (Mailbox menu).
