Someone hacked my account and put his phone number on it and i cant access it now

I have a second american account to access all the american goodies because apple is biased towards america, i tried accessing it today and found that i cant access it without giving a verification code from an unknown phone number. It seems someone hacked my account and changed the phone number and i am completely locked out of it. What can i do?
