why is my BOA card declining even though it is funded

Bank of America care declining despite it being funded and not yet expired

OK. Next thing is to make absolutely sure that the details you enter for your address and so on match precisely those given on a statement from your financial institution. Verification might fail, for example, if you write 5th Ave. but your bank write to you at 5th Avenue. Assuming no errors there then contact Apple Support.


Visit https://www.apple.com/support/itunes/ww.

Choose your country.

Scroll all the way down and click Get support.

Click iTunes Store.

Start typing "Contact iTunes Store Support to complete this transaction" and click the suggestion when it appears.

That should get you through to this set of options. Pick one.
