Scroll all the way down and click Get support.

Click iTunes Store.

Start typing "Contact iTunes Store Support to complete this transaction" and click the suggestion when it appears.

Contact your bank. They may require that you confirm that you are the one linking the card to the account. Otherwise contact Apple Support.
