You need to use the iTunes Support link that turingtest2 provided above your post. This is a user to user technical support forum. You need to contact iTunes Support.

Hello, I just spoke to my bank and they said apple is trying to charge $16. I think that's where the issue is. I was not aware that there was a pending bill. Will fund the account and revert. I rarely leave funds idle in the checking account. I would appreciate a breakdown of this charge please.
Hello, card still declining and I do not have any outstanding bill issues. In fact, all I want to do is update apps and these are free so there should not be any reason why my card should decline
Problem still persists
I have and they said they have received tons and tons of calls and Apple needs to resolve the problem as it's not from their end
Ooops my bad. Thanks
Not a problem 🙂.
I must give the credit to tt2, however. He did all the work!
Cheers,
GB
OK. Next thing is to make absolutely sure that the details you enter for your address and so on match precisely those given on a statement from your financial institution. Verification might fail, for example, if you write 5th Ave. but your bank write to you at 5th Avenue. Assuming no errors there then contact Apple Support.
Visit https://www.apple.com/support/itunes/ww.
Choose your country.
Scroll all the way down and click Get support.
Click iTunes Store.
Start typing "Contact iTunes Store Support to complete this transaction" and click the suggestion when it appears.
That should get you through to this set of options. Pick one.
