My current iCloud account contains only the photos from my current Apple devices. However it used to have photos from my older phones and laptops... where did they go and how can I access them?
*I'm paying for extra storage space on iCloud especially so it can hold all my photos... Help!

That is not how iCloud works.
It is a sync service that sync your photos between devices. Once the devices are gone or the files deleted then 30 days afterwards the files are deleted from iCloud.
Do you still have the iPhotos application on your computer? If so, you could restore the iPhoto Library, open iPhoto and export the pictures. Then import them to Photos.
What are your iCloud settings on your mac and each IOS device - there are several different iCLoud services adn we need to know specifically which one you are using on each device

Do you see a Recently Deleted album in the Photos application or at iCloud.com/Photos?
Thanks for the info. Do you know how I can assess the photos in my old iPhoto computer backups. They have saved as applications and I can't see how to restore the old photos from there without replacing my current iPhoto library.
Where are my old iCloud photos??
