How is hard drive encryption working on MacBook Pro A1502?

When I first bought my MacBook Pro (A1502 EMC 2875), hard drive encryption was not working, so I skipped it. Now the IOS is updated to 10.12.6. If I go back and reformat my hard drive and try to encrypt it now, will it work? Another way to ask this is, was the problem with the encryption back then in the hardware or the software?

There should be no problem with it. Just like you should already be doing, however, you should have a current backup. I recommend two, one a Time Machine backup, and one a bootable clone using Carbon Copy Cloner. If anything was to go wrong, you can just erase the drive and clone back or restore and be up and running in the time it takes to copy the drive's contents back. It seems like you're gun-shy of FV, but I've used it many times, as have hundreds of thousands of people (millions?), without issue. I expect your experience will be the same. As I mentioned before, it is critical that you remember the password.

HD encryption has been working for many years, since FileVault first came out, with all Macs. It continues to work fine. There must have been something wrong with your HD or the OS installation when it wouldn't work for you. I highly recommend using FV encryption if you have any sensitive data on your HD. And don't forget your password, because FV works so well that if you forget your password, your data will be lost/unrecoverable.
