Hi when I turn on my mac a symbol comes up with a slash. From what I understand it can't find a valid system folder to start up. My question is, do I need to restore from my time machine or re install OS X? Thank you in advance

The HD has likely failed. Please take it to your local Apple Authorized Service Provider. If you don't know of any in your area please click AASP Locator
Have you attempted starting in Safe Mode??
Yes that is what I've read. I need to re install the OS X but not sure if I should be doing from the back up time machine or re install OS X again?
Mac is recovery which takes me to utilities
