I take it from you asking how to "upgrade" to 10.6 that you currently have a version older than that. You can get Snow Leopard from the following link: http://store.apple.com/us/product/MC573Z/A/mac-os-x-106-snow-leopard.
Since the MacBook Air does not have a SuperDrive, see: If your Mac does not Have a CD Drive. In summary, you can either get an external DVD drive as Niel stated, or you can use Remote Disk if you have another computer.

You may be able to update to a later version, but you would need Snow Leopard as an intermediate step regardless. Here are the requirements for the latest version (Sierra 10.12, at present): macOS - How to Upgrade - Apple.
If you’re currently running Leopard 10.5, buy a Snow Leopard DVD from the online Apple Store, and if needed, an external DVD drive.
If you’re currently running Lion 10.7 or above and need to use PowerPC software, see above(if your computer shipped with Leopard), or use the computer’s thumbdrive if applicable, or if your model shipped with Lion or newer, phone the online Apple Store, order Mac OS X 10.6 Server, and run it inside a product such as VirtualBox.

In that case, you cannot run Snow Leopard except in virtualization as Niel mentioned. Snow Leopard is six versions older than Sierra so I don't know what you mean by "upgrading" to Snow Leopard.
Parallels and VirtualBox are two commonly-used virtual machine programs; I used VirtualBox.
It does look as though colleagues Neil and stevejobsfan0123 have supplied the answers.
Good luck to you; Snow leopard in my opinion was the best OS Apple ever offered us. It is such a shame that it is now unsupported.
