Off means that the app will not be able to use cellular data. If it needs to communicate, it must use WiFi.

When you turn off cellular data, Internet services, like email, web browsing, and push notifications require a Wi-Fi connection.

Lol, it took me a while to understand your question. That's pretty funny.
There's no separate app for Siri, and Siri does need an internet connection. I speculate that if you toggle Settings > Cellular > Settings to off, Siri will not work if you have no wifi connection. It's nearly 2am here so I'm not going to test it, in favor of sleep. There may be other system-type things which would also be affected.

But I still can't find anything about toggling the actual settings option on/off....go to settings > cellular > settings on/off. You can toggle settings on/ off just like any other app in the list, so I'm wondering what happens when setting has cellular on or off..??? Anyway thanks for trying, I appreciate it:)
Yes but in this case, the app is "settings". In the list of apps under cellular data, "settings" is an option. What happens if settings is off under cellular, and you don't have wifi? In other words, why would the "settings" app need data access?
