Update using the App Store app on your iPhone, in the Updates tab. As publicized, iTunes 12.7 does not have an apps section.
Why wouldn't you sync to a mac? Not everyone wants to use iCloud. I'm just asking for clarification because I don't get what you mean?
Sorry, I tried all that stuff to no avail. As noted in various forums, the reset is the last resort. Based on forums, I'd assume this is a widely known issue and a bug.

I don't know that it is related to the IOS 11, as I have not upgraded my IOS, but after installing itunes version 12.7, my apps are not appearing in sidebar when I mount my iPad.
Nailed it. I made the mistake of updating itunes on one machine, I won't do it on the other 3. Apple only wants you to spend more money, more money.

Well that's nothing new. And it's 150mg now. LET APPLE KNOW that in light of the changes in the new iTunes, upping the limit on cellular downloads really need to be increased now: Apple - Feedback
