If the above doesn't work, see if the .plist is corrupt.
Go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J. When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder. Select Library. Then go to Preferences/com.microsoft.Excel.plist. Move the .plist to your desktop.
Restart the computer, open the application, and test. If it works okay, delete the plist from the desktop.
If the application is the same, return the .plist to where you got it from, overwriting the newer one.

Remove Excel preferences and Office settings
Per this article (Office 2016 for Mac, macOS Sierra potential crash issues - Office Support) it appears that you should try turning off Auto Proxy Discovery or Automatic Proxy Configuration in system preferences.
Go to System Preferences and open Network.
Click on Advanced and go to Proxies.
Check if "Auto Proxy Discovery" or "Automatic Proxy Configuration" is turned on.
This is the only official recognition of problems between MacOS Sierra and Excel 2016 and it says that these problems might occur when changing networks, so if that sounds similar to your problem, try this fix.
Otherwise, try reinstalling Office. It appears that that worked for some people (Fix Microsoft Excel and Powerpoint crash in macOS Sierra 10.12 - Super User)
It's important that Office 2016 be updated to the latest version in Sierra. Current version is 14.38.

If you aren't seing the latest updates it's possible your AutoUpdater (MAU) is out of date.

I've tried all of the proposed solutions including yours, but none of them seem to work. Have they been successful for all others that have tried? Excel is crashing for me every time on a basic auto-filter action.
