iTunes Toolbar Windows 10

I recently upgraded from Windows 7 to 10 and I no longer have the iTunes toolbar available as an option for my Taskbar. Is this still a feature in iTunes 12.7 and if it is, how can I get it back? I've tried uninstalling and reinstalling iTunes but have had no luck, even followed this article: https://support.apple.com/en-us/HT204275 to do the uninstall.

It was working fine in 7 before I did the upgrade to 10 but I was disappointed to see it missing after.
