You would have been able to remove iOS 11 Beta...while it was beta, by using that link. But since it's been official release for awhile now, you won't be able to get iOS 10 back. Sorry. If you are still running the beta, I would suggest you unenroll via the desktop website, use iTunes on your computer to reset your phone since the buttons won't work, and then install the official release. Also, before doing this, if you haven't tried yet, restart your phone and see if that solves the problem. Occasionally stuff gets stuck and that will work. I used to do it all the time when I would download an app and 2 app icons would mysteriously appear on the screen--the second one would never go away unless I restarted. You can do it with the button on the side of your phone, so you won't need to press any of your app icons.
No, that won't change the iOS version installed.
