Locked out of iCloud. Can I still set up the phone as a new iPhone?
You need the password for the AppleID used with iCloud to activate a device signed in to find my iPhone. There is no way to bypass activation lock without that password.
You will need to recover your AppleID and iCloud account access - If you forgot your Apple ID - Apple Support
