How can I turn on location service for weather in iPad iOS11
when I tap settings > privacy > location services > there is no weather for me to choose the location access

Weather should be the last icon listed just above System Services if you access the way you have Settings>Privacy>Location Services. After finding, click on weather and turn on location services. Once complete, restart iPad. Might take a minute after restart, but should work fine then.
No, it’s definately not there. Above ‘system services’ the only icons I have are News then Siri and Dictation’ directly below this is system services. No mention of weather anywhere. My iPad has also had a few full restores and set up as new but still the weather has never been an option for me.
I have been trying to find this setting for over a year on my iPad. (IPhone weather is ok) I keep retrying thinking I am doing something wrong but the option for weather in location services is simply not there. The widget has been blank on my iPad since I purchased it. I just cant handle iOS much longer. So much is wrong with 11 but even in iOS 10 they couldn’t manage to get a weather widget right. What’s the point in having the widget if it’s non functional?
