If you're tapping the buttons in control center, it's a change whereby tapping the icons drops the current connection but does not shut WiFi (or Bluetooth) off; to do that you have to use the slide toggles in Settings.
This is quite handy as you can disconnect from a current troublesome WiFi network without having to remember to reenable it later.

Very much so. I seriously use the "disconnect from the current Wi-Fi router" feature multiple times daily - more a comment on the sad state of public Wi-Fi hotspots than anything else. 😉
Every time I’m on I’m Driving mode. I have my WiFi off but when I’m driving the WiFi turns back on and the brightness goes down
I think I'll stir the pot a little!

Every android and every blackberry has an instant shortcut to turn wifi on and off
NOW apple is the only one who doesn’t...
I rest my case...

have no idea why you would even want a one touch operations to make a permanent settings change.
