If you're tapping the buttons in control center, it's a change whereby tapping the icons drops the current connection but does not shut WiFi (or Bluetooth) off; to do that you have to use the slide toggles in Settings.
This is quite handy as you can disconnect from a current troublesome WiFi network without having to remember to reenable it later.

If you disable it via settings, it is off.

Yes, that is what it is supposed to do, to turn it off go to settings WiFi and switch it off.
No, it does not turn on the next day if you turn it off in Settings/Wi-Fi.
Then make an appointment at your Apple Store Genius Bar as your phone is malfunctioning if what you say is correct. Let Apple see your phone.

In that case your phone is defective, take it to an Apple Store for diagnosis.
Then you have an issue with your phone and you should take it to your Apple Store Genius Bar for evaluation. iPhones don't just connect to networks unless we tell them to.
I don't know if you saw my edit to my last response. Do you have Ask to Join Networks turned on on your phones? You definitely want to make should make sure it is on.

With all due respect, this feature is completely impractical and quite frankly...asinine. What’s the point of having a WiFi control button if it’s main function is to disconnect rather than to turn off the WiFi completely? It is equivalent to having an airplane mode that only disconnects from one cellular signal and/or one WiFi signal.
The worst part of this is that Apple heavily persuades their users to update but does not allow (or make easy) for users to go back to a previous versions if the current one is mediocre.
Apple, give your customers the option for the control panel to “turn off” or “disconnect” from signals.

Then you should take your phone in for service, as there is something wrong with the digitizer causing settings to reenable themselves.
Once shut off with the switch in Settings, the settings stay off unless the user has taken specific action, like entering and exiting Airplane mode or power cycling the device.
