If you're tapping the buttons in control center, it's a change whereby tapping the icons drops the current connection but does not shut WiFi (or Bluetooth) off; to do that you have to use the slide toggles in Settings.
This is quite handy as you can disconnect from a current troublesome WiFi network without having to remember to reenable it later.
From the iOS 11 manual for iPhone:
This behavior is also covered in more detail here:

I have turned WiFi off in Settings too and it keeps turning back on.
Then take your device to an Apple Store for diagnosis as it apparently has issues.
Wi-FI will not magically turn back on if shut off in Settings unless you reboot your device.
Ah, so now there’s 2 steps to the process. Multiple clicks, plus turn off “ask to join” got it.
Geeze. In the past it was this single switch in the control center. You’re right... this is much better.
SMDH again.
I don't think there's a misunderstanding: It's quite clear from the answer to the OP, and the reference to the manual, what the switch actually does. The issue is that this behavior - a switch that toggles wifi not actually toggling it completely on/off - is counterintuitive, despite its usefulness to "some...under specific circumstances" (As a web app developer, I think about this stuff all the time; having non-intuitive controls that require googling or reading the manual to result in unexpected behavior is a no-go) Apparently different people have different reasons for wanting to toggle wifi completely on or off (battery, audio app issues in my case, wanting easy full control over connections, etc.), but it does seem that quite a few people find this behavior perplexing and complaint-worthy (hence the googlers stumbling upon this thread and posting these replies). In the end it boils down to preference, and I hope Apple will listen to those who prefer intuitiveness to nuance 🙂. As for Steve Jobs... well, it's not so much about him, but the philosophy he espoused of simplicity and intuitiveness that one hopes can continue to rule the day on these functional details. Cheers!

“To actually turn off Bluetooth and wifi users will need to head into the Settings app and manually turn them off, which deactivates them until 5am the next morning, or use Airplane mode.”
That's not how it works. Instead of quoting from a clueless outside source, why don't you quote from the iPhone User Guide or some other Apple publication.

the only thing i know why they want the wifi to keep open is that they can access our data anytime!!! thats invasion of privacy!!! fix it apple!!!
Yes, and they are able to tell exactly what wi-fi network you are connected to so they can do that. How ridiculous can you get? Just because wi-fi is turned on does not mean there is a connection. You do understand how wi-fi networks operate, correct? They have a much better chance at accessing your data via the cellular network. You may need to get rid of that smartphone. Unless you just take a moment and go to Settings>Wi-FI and turn it OFF. Your done.
No, what you're saying is you want it the way you want it. Apple chose a different path. They didn't consult you or me as they didn't need to consult us. But now I'll offer the same as others. If you don't like it, you can certainly let them know by providing feedback via this link: Feedback - iPhone - Apple
Or you can choose a different product.
My reason for being here is I'm a constantly contributing member of this forum. I find it fascinating people like you are so riled up over a simple change, which does not really change the functionality of phone in the least.
You can provide feedback to Apple directly via this link: Feedback - iPhone - Apple
Still, I fail to see how going into settings > Wifi and turning it off is such a crisis. Or just ask Siri to turn Wifi off. How is that such a torture for you?

This new behavior in iOS is NOT INTUITIVE and not that useful. It needs to be removed.
Nothing about technology is really "intuitive", despite what marketers may say. Intuitive means that you understand it without any training or a priori experience. What you really mean is that it's not what you're used to. Fair enough. That can be annoying to some people. However, it's very, very useful to more people than are annoyed by it.
You are certainly free to submit your feedback to Apple here:
Meanwhile, you may want to consider the fact that technology is going to keep changing. You can learn to live with that or you can keep getting annoyed. Your choice.
This is a an issue with creating an intuitive user interface, which Apple usually excels at. The activity in this thread seems to indicate Apple missed here. A better altrnative would be first tap would change to a state to indicate a temporary state, second tap permanent.
and btw, this is an Apple discussion, sending here and feedback is suitable

So in a perfect world with great WiFi, it’s ok. I work for the Department of Defense. Networks are locked down and can hardly get to Yahoo splash page. So I personally, can’t speak for everyone, will be trying to look something up, it will take forever, and then I remember this “helpful” feature is on. So I have to stop. **** off WiFi, go back, most likely restart the page and/or close internet.
No, all you have to do is go to the Control Center and disconnect from the slow network. That's the whole point. You'll immediately be accessing LTE.

then why did the Apple “genius” advise me to turn WiFi off If I’m not using it to stop the battery draining?
If I’m home I switch the WiFi on and 4G off and while I’m out it’s the opposite. Maybe I just have a faulty cell in my battery? Even tho it’s been replaced?
I believe this article has already been linked to more than once in this thread but, for your convenience, here it is again:

This should be an option. It drains my battery! Apple should update it, cause it’s BS
Really? Are you really that incapable of going into Settings > Wifi or Bluetooth and turning them off? You're telling us you can't say "hey siri, turn wifi off?" What's BS is the uninformed hysteria of people like you who have absolutely no clue about what you're addressing. That's what's BS.

The control center should allow me to control my phone. If I command it off, it should stay off. What is next. The light going on after 30 minutes? Regardless of how easy it is to go into settings, it defeats the purpose of a control center.
Have you considered telling Apple how you feel.
Then your phone is defective and needs to make a visit to the Genius Bar at your Apple Store. If I turn Wifi off, it's off period. But then given it improves the phones operation to leave it on, I never turn it off. I do use the new facility in control center to disconnect from a network, which is a great feature.

I've sent feedback thanking Apple for this new feature that allows me to disconnect from a network without turning off Wi-Fi.
Really Lawrence.
If it's not logic you bring to this community, it's reason. And calmness. 🙂
Well done.
