I'll guess they are still syncing from your iCloud Photo Library.
I would let it run at least overnight. If it still isn't up to date, turn syncing off/on, but that will cause the entire Library to sync. Patience is probably best.
It’s happening to me too. Installing a backup from my 7 Plus to my 8 Plus. A handful of pictures and apps load, then it just hangs. I’ve let it sit for almost 14 hours with no movement.
