Does Apple TV 4K convert programs to HDR and or DolbyVision?

I don't think Apple is going to change this. If they seriously don't care that the user has to tunnel down into the settings menu to adjust the Format settings for every program they watch, particularly to switch into and out of HDR, while presuming that someone who wants to invest in a 4K video system wants fake HDR applied to everything they watch, despite the original source not being intended or mastered that way, then they haven't really got a clue, and aren't going to change it for the videophile who understands the difference.

I might even be OK with this for now if it were easier to do, but even Siri can't do it. If Apple doesn't address this in the next two weeks, I'm one customer who will be returning it.

No. These depend on additional information being added to the signal at original source. It will however upscale everything to 4k.
