Since I have updated to iOS 11; my phone constantly has the "spinning wheel" issue. My background app refresh is off along with location services. It even spins when connected to Wifi. Does anyone else have this issue? Any help is greatly appreciated since this draining my battery quickly!

Ok I’m not that big on all the changes in IOS 11 for iPhone. I had the continuous data spinning wheel issue that would not go away.
THERE IS ONLY ONE RESOLVE FOR THIS ISSUE.
You must do a forced restart. (I have the big boy 7 plus)
Simultaneously push n hold side lock key (right side button) while depressing volume down key (left side, bottom button) for up to 10 seconds.
Give it time to power down and then turn it back on.
Issue should be fixed.

This seemed to work as a Sulution. I asked Siri who’s the rarest of them all and the wheel stoped. Thanks great fix

It is neither widespread nor a bug. It's a problem that some users are experiencing.
Up until yesterday I had this problem. Resetting my phone would only fix it temporarely, along with turning it off and then back on. One of the options I read on here was restoring my phone, but I did not want to do that. I found a solution that did work though.
If you push the sleep/wake button as if turning it off, it will then when it gives you the option to swipe the top of the screen to turn it off. So instead of swiping, push and hold the home button. Keep doing that until it takes you to the home screen. At that point, it should be gone.
The following helped me. I was having the same issue on my 6s. Rebooted several times, but it didn’t help.
Then I did an actual powering off by holding down the sleep button until the “Power Off” slider appeared. Turned off the phone, waited a few minutes and then powered it back on. So far, problem has been resolved. And I am also able to use my microphone for texting without the issue returning.
