It’s counterintutive, but you want preserve settings to be ON (green). Meaning, you turn Live off, and it stays off.
If you are turning the preserve setting off, that’s why you’re having trouble.

On my iPhone 7 running iOS 11.2, I don't want to use Live Photo, or better, I don't want that Live Photo automatically is enabled when I open my camera. OK?

I have not had a reply but I have found a solution. You have to do both the step listed above (setting —> preserve —> live off
And additionally when you open the camera app there’s a 3circle thing or symbol of Live Photo. Press on that to turn it off for good.
I have done all that, turned preserve settings on, etc etc.. mine still turns back on. I’ve restarted it, checked all the settings. It’s ridiculous. This glitch needs fixed.
Why must it be on? We don’t want the camera to preserve the Live Photo we want to be able to open our camera at any time and have it default to a regular photo. So shouldn’t it be switched to off (not green)?

You did not read the two lines under "live photo" following the path I've indicated in my previous post.
Any luck since you posted this? I’m having the same problem and I hate it! I have little boys and getting them to be still for a Photo is a challenge there’s times I think I got a good Photo because I see the quick screen flash but then I go back and it was a Live Photo and what imagine it actually freezes on is junk! Waste
That’s the point. It’s not working. There’s a glitch. Mine will stay off the next time but an hour or two later, there it is. On in all its obnoxious glory.
If you're sure that you, just by chance, did not tap on Live Photo icon using your camera to enable it again, then you're right.
Should be this case, have your device inspected at your nearest Apple Store.

I called Apple support on this same issue last week. I have a 7 with the latest ios as if dec 25. I was on the phone with apple for a 1/2 hr over something this dumb. I finally lied to get off the phone. Please fix apple
Hi jd did you press the Live Photo symbol itself from within the camera app? I has having the same problem I turned it off within settings ( steps below) but when I opened the camera app there’s a Live Photo symbol at the top ( 2nd symbol). Press on that and there should be an a line thru it and your done!
Settings>Camera>Preserve your settings>Live Photo.... must be on (green)

My husband’s iPhone 6s does it too. So it’s not just my phone. It’s a glitch in the software.
my live photo WILL NOT turn off. yes, i have turned it off in my settings. “preserve your settings” IS NOT preserving. I have reset the phone too. its driving me nuts 😡
