Saudi Arabia recently lifted ban on FaceTime but Apple still not gave carrier update to phones that sold without FaceTime
Now you may install FaceTime on devices sold in Saudi Arabia, your device should be updated to iOS 11.3 or later, after that you will find FaceTime in your iPhone

Still doesnt work. even after reinstalling, it appears in the search results but its not possible to move it to any dock or homescreen.

ok... done... now it says waiting for activation and is taking forever. it does not activate. neither i can find it in the settings to add any email.
