iPad Mini (A1600) error 0xE8000015

my iPad mini had this error and I replaced it with iPad Pro and restarted it as blank for my husband to use from scratch. He managed to get it disabled by trying to many times to set a user code on the fingerprint scanner.

Now it is disabled and demands to be connected to iTunes, but this still results in error 0xE8000015. How do I fix this?

except the unit is disabled and plugging to iTunes does nothing other than repeat the error.
