The question included "without multiple downloads" therefore your response doesn't answer the question. The question was really a criticism of iTunes 12.7 which removed iBooks and Apps. Now I have to go to each devise to manage it as your answer suggests. In the prior version of iTunes one could download all app updates (including those apps not currently not on the device) then sync each device to iTunes, i.e. one download from the app store. One could also manage any device connected to the computer by drag and drop apps from or to the device. In addition you could see all previously purchased apps for any device in one location without having to scroll down a dropdown list in the apps store settings of each device. One could choose to load an iPhone or iPod app on iPad if the format was more suited the end users needs
