In macOS Sierra it was possible to add the Keychain icon to the menu bar. I cannot find a way to do the same in High Sierra.
I use the Ketchain Access app all the time to manage certificates and the menu bar icon was saving me a lot of time.

You can try disabling SIP temporarly and run the command above. Report back your success or failure.
to learn if SIP is enabled or disabled,
This command can be run without root privileges and will tell you if SIP is on or off.

Follow these steps to disable SIP:
Restart your Mac. Before OS X starts up, hold down Command-R and keep it held down until you see an Apple icon and a progress bar. Release. This boots you into Recovery.
From the Utilities menu, select Terminal.
To add an icon to the Dock, read Mac Basics: The Dock holds your favorite apps, documents, and more - Apple Support.
The easiest way in your case is to open Keychain Access, then move the icon in the Dock to another position in the Dock. It will stay there after you quit the app. Or, click and hold the icon in the Dock, and choose Options > Keep In Dock. Or, two-finger tap, or control-click, and do the same thing.
I think we're talking about adding it the Menu Bar (like up by the Search), not the Dock. Before High Sierra there was a "General" pane in the Keychain preferences for it. Now there are basically no preferences for Keychain at all.
You can drag anything to the Finder tool bar:
