Unable to create USB Boot Disc

I am using MBP 13 2012, currently on Yosemite 10.10.5 .

After I download High Sierra from App Store, there is a folder inside my Applications - Install macOS High Sierra 19.9MB .

Then I saw a new folder "macOS Install Data" after I click on Macintosh HD with content 5.16GB

AppleDiagnostics.chunklist

AppleDiagnostics

BaseSystem.chunklist

BaseSystem

index.sproduct

InstallESDDmg.pkg

InstallInfo

OSX_10_13_IncompatibleAppList

If I remember correctly after finish download from App Store it should appear inside Applications folder Install macOS High Sierra with content like 5GB , why its only 19.9MB ?

How can I create a USB bootable with this ?

MacBook Pro, OS X Yosemite (10.10.5), null
