I get this problem on iPhone 6 Plus a lot. My iPad Pro is working fine now. I suspect some bug conflicting with iphone X functionality? I fix it temporarily by closing all apps then hard reboot or sometime soft reboot. The full screen zoom is the only reason I chose Apple iOS products for I am visually impaired. I am very tempted to ditch Apple if they ignore the disabled community. It’s been a few months of agony not being able to read my phone with this bug.
Just checked and it seems to be fixed with the iOS 11.0.3 update.

Nope, I am still having this problem even on the 11.03 update. Mine is sometimes top of screen and sometimes bottom.
Ah, ok solved now. iOS 11.03 with a subsequent hard restart has finally solved this. Hard restart = pushing and holding power and home buttons until the Apple logo appears.
I have the same issue with the zoom region in accessibility. Major bug.
I still have the issue after a hard reboot. I hate when these guys don't fix bugs. Lame, one of the most valuable companies in the world can't put out a core feature properly.
Should not have held my breath - problem is back, hard reset only temporarily fixed the problem!!!!
Restart solved the problem!
For me, rebooting fixes it temporarily. If you have screen lock off, and then go into landscape mode, the issue will happen, again, at some point.

You have to to triple click and remove/cancel the Zoom function and then restart your phone, it worked for me.
Yes, the updates messed up with the zoom. Its so frustrating to spend $800 on a phone that in two years will be disabled through updates.
Did it and to worked for now. Recurring issue though. Praying for a day without countless frustrations.
11.2.6 and the bug is still here. BTW, the complete reboot solves it temporarily...
