Not easily, to quickly, but you can use iTunes File sharing to transfer the files to an App on the iPad.
Alternatively you can upload them to a folder in iCloud Drive or any other cloud storage service, and access them from there on the iPad.

Hi. You could have gotten GoodReader and copied the whole bundle over the air. GoodReader can publish its file store as a Windows SMB share, and you can do whatever you like from the Windows desktop. So you can just drag a folder onto it.
No Sharing icon in my iTunes even when I turn all of them on.
Never mind, just discovered it....
OK, had to download Adobe Acrobat which now performs the index function BOOKS used to do and I have reloaded all 664 pdf files.....
