I cannot use my downloaded music when creating memory videos in Photos

I recently set up family sharing and purchased an Apple Music family membership. I downloaded a couple of songs and wanted to use them in photos. What I want to do is put a music background to those videos that are automatically generated for your memories. However, only the music I bought off iTunes before using Apple Music is showing. What do?
