How do I remove cellular data toggle button from Notification Centre?

You can set your control center access. Go to settings>touch ID & passcode and turn off control center access on lockscreen

Or the thief can power off the device or remove the sim card and you still won't be able to track it.

OR put it in airplane mode.

If your phone is stolen, you are not going to get it back. Whether or not the thief can prevent tracking. Accept that. By the next day most likely it will be in the mail enroute to some other country. Even if you could know where it was, what could you do about it? Find and confront the thief, and be beaten up or murdered? It's happened. Tell the police where it is? Do you think they are going to waste time attempting to recover it, when there is real crime to deal with? Find out that it is in Tianjin? You aren't going to go get it.

Take comfort in the fact that as long as you don't remove it from your account the thief will never be able to use it. And file an insurance claim. Most homeowner's policies will cover theft of electronics.
