"What's New in Photos" on every launch?

Solution (or so it appears).

As this is upgrade from existing library & my library exists only on an external disk, on opening Photo Preferences, I see the "Use as System Photo Library" button enabled. I supposed Photos.app was configured without any System Photo Library & therefore, perhaps, was having trouble.

So, I simply clicked "Use as System Photo Library". As you can see in image, that button in now disabled.

That's it. Now I no longer see the "What's New" prompt.

Check, if the problem is system wide or isolated to your user account by testing with test library in a different user account, as described here:

Isolating an issue by using another user account

And also test, if the problem is caused by your current library - you can create a new, small test library by launching Photos with the options key held down and then selecting to create a new library. Create this library on your system drive.

and you removed also the ~/Library/Containers/com.apple.Photo s. ? Or only looked at it?

And restarted the Mac after removing it?

Since the small test library in your user account did also result in showing the same problem, but not in a new user account, we have to find a way to repair your current user account.

Have you tried to run Disk Utility to repair your boot volume?

If there is still no solution, try to reset the permissions and access control lists as described here: Re: Reset Home Folder permissions and ACLs Error

I have not tried this on High Sierra, however. You may want to ask in the High Sierra forum, if there is a new procedure necessary.

The prompt is shown, if Photos cannot remember, that it already has shown the tour, because it cannot update the preferences file. It may be a problem of the access control lists and permissions in your Home folder. In that case it may help to remove the Photos preferences files or to repair the permissions of your user home folder with Disk Utility.

Another problem may be an unsupported library location. Try, if you can avoid the recurring panel, if you hold down the options key while launching Photos until the library chooser appears. Select your library. Do you still see "Get Started"?

Further testing with Photos's preferences files is showing, that the entry

IPXWhatsNewSerialNumber

in the file ~/Library/Containers/com.apple.Photos/Data/Library/Preferences/com.apple.Photos .plist

needs to be set to "1". If it is set to "0" the What's new" panel will be shown.

If you have Prefsetter or Xcode installed, you can quit Photos, then try to change the value manually in Prefsetter or Xcode.

It might be safer to quit Photos, then to remove the complete folder. ~/Library/Containers/com.apple.Photos from your user library in your Home folder and then to restart the Mac. This should enable Photos to recreate a new ~/Library/Containers/com.apple.Photos sandbox for Photos and now remember that the panel has been shown.

This worked great for me. Two McbookAirs, one iMac. As soon as I linked a library to "Use as a System Photo Library" The startup stuff disappeared and never came back even when starting up Photos libraries from other disks. Thanks!

Where is your Photos Library? If on an external drive what format is it and how is it connected?
