I need to change my cell phone number to continue to use a new phone number to sign into my apple account using 2-step verification. How do I do this? Thanks!

Do you have access to your old phone ?
If not then you can follow the steps provided in Apple's Documentation for this kind of scenario :

I found this link that may be helpful. (Switch from two-step verification to two-factor authentication - Apple Support). It appears that you can Edit it from the Apple ID site.

This is the best way to change a phone number I suggest this option over others !
On your device, go to Settings → Your Name → iCloud → Keychain and switch Keychain off then on again.
Tap "Approve with Security Code", tap "Forgot Code" and then tap "Reset".
Follow the instructions to reset iCloud keychain and create a new passcode.
You will then be prompted to update to your new number.
