can the iPhone 8 home screen rotate like our iPhone 8 Plus

Yes, this is normal. The home screen on the Plus phones will rotate. Home screens on non-Plus model phones will not rotate.

Plus home screens rotate (the first to do so was the 6+). I don't believe non-plus home screens do.

Yes it normal. Only Plus versions rotate the homescreen and in other regular Apps.
