Apple Mobile Device Service doesn't install.

I downloaded and installed the latest version of iTunes (12.7), during the installation, the installer rolled back for a second and then continued installing. Then when I tried to connect my iPod Touch (4th Generation), I got an error message saying "This iPod cannot be used because the required software is not installed. Run the iTunes installer to remove iTunes, then install iTunes again." I removed iTunes and installed it again. I was still getting the same message. I found a few other threads suggested to start the Apple Mobile Device Service by typing in 'services.msc' in the Run... program on Windows (I have Windows 8.1) and selecting the service to start it. The service was missing so I downloaded the program 7-zip to extract the iTunes64Setup.exe file. I tried to install the extracted AppleMobileDeviceSupport6464.msi file but it rolled back on me again. I ran the Program Compatibility Troubleshooter and it applied the Skip Version Check mode to the file. It would still roll back and not install. Is there any other way to install it?

I am not getting an error from iTunes. All I get is this:

User uploaded file

I tried to reinstall it and it didn't download the Apple Mobile Device Service so I extracted and tried to install it alone, and got this:

After it rolls back, it says it didn't install.

But as I was checking the Services program, it shows the Service there:

But as you see, it's not running. So when I right-click and open the Properties.

The File Path is non-existent on my computer so when I start it I get this error:

User uploaded file

Any other ideas?
