I have a problem with Safari in that I keep getting the following message (although it's OK with Firefox):-
I've tried everything in Safari Preferences to allow the 'cookies' but nothing works.
Can someone please advise.

Will Safari accept cookies from other web sites?
In Finder go to Go menu and then Go to Folder.
Copy and paste this ~/Library/Safari/Databases.
Delete the contents of the folder.
Launch Safari again and check if all is ok.
If that doesn’t work, copy and paste this ~/Library/Safari/LocalStorage.
Delete the contents of the folder.
Using Mac OS High Sierra 10.13 , open safari preferences > Privacy > uncheck the box of block all cookies .

There may be a problem with the cookie your ISP uses. I have to delete my ISP cookie on a routine basis.
Top left corner of the keyboard, the key below esc and above tab.
Yours may be a different keyboard layout than mine. If I go to System Preferences/Keyboard/Input Source, I have US set.

I've been following your steps above and, as I've said previously, it works fine but the Cookies problem returns again and I have to do it all again. Is it right that I must do it each time I launch Safari?

The Key you describe only gives these: § or ± as shown on the actual key. Would the first image be the symbol to use? It doesn't look like the horizontal wavy line I commented on.
As far as I recall VM is the only website I have to sign into.
