this happens to me all the time on my MacBook Air, especially when I trie to switch between full screen to normal screen or between split screens to full screen, etc. very time consuming to be quitting and reopening so often.
Never had that problem myself, but I would quit Preview, Restart the Mac and then try reopening the PDF.
